Waves 1–20; Luck as the stat shows it (100 = double the wave bonus).

Each slot draws its tier on its own: tiers are tried from IV down with one random number, so a tier's share is its chance minus the next tier up's (item_service.gd get_tier_from_wave). Items, weapons and level-ups that change Luck or tiers in other ways are not counted.
